SWPBIS Data

What is the Annual Data Submission?
Each year, school teams provide annual data to contribute to the annual evaluation for PAPBS. This data is used to answer outcome questions, and can also be used as system level data for LEA's to determine long term trends and outcomes. This data is subject to change, based upon the research questions for the evaluation.
Annual data includes:

  • # of students
  • # of school days
  • # of Major Office Discipline Referrals
  • # of days of out-of-school suspensions
  • # of students expelled
  • # of students receiving special education outside of neighborhood school
  • # of students receiving special education outside of neighborhood school with emotional disabilities

When is it collected?
Annual data is collected after the completion of a school year (no earlier than June 30th).

How are the scores reported to the PAPBS Network?
LEAs report their data to the Network Facilitators. Network Facilitators must then indicate their submission in pTrack by checking the box "Annual Data Submission." This will ensure they appear eligible for recognition.

When is the PAPBS Network Deadline for Submission?
Annual data must be submitted and indicated in pTrack by December 1st (for the previous school year).

What is the Tiered Fidelity Inventory(TFI)?
The TFI is the fidelity measure for PBIS implementation. Since fidelity measures are the hallmark of systems' level data to review implementation efforts, the collected data should be used to help schools determine meaningful action steps to improve their framework.

When is it completed?
Network Facilitators facilitate the TFI in the spring.

When is the data submission deadline?
Network facilitators must enter all TFI scores into both PBISAssessments and pTrack by June 30th.

What score is deemed "passing"?
For recognition purposes, a score of 70% or greater must be achieved.

Additional Information:
Annually, Network facilitators must complete a Schoology "recalibration" training to ensure as much interscorer reliability throughout the state as possible.

  • 2024's Schoology Course Information:
    • Schoology Code: 339X-SQ7F-WMZRP
  • Requirements:
    • Watch videos and complete quizzes for each tier
    • Score: 80% or higher on  each quiz for Tier 1, Tier 2, and Tier 3

What is the Self Assessment Survey(SAS)?
Each year, school teams collect perceptual data using a validated and reliable measured called the Self Assessment Survey. All staff are invited to participate in providing feedback on questions about PBIS.

When is the SAS completed?
These surveys need to be completed prior to the a team's first day of training, and then each year following in the spring. Staff participation in completing the SAS is an included component in the TFI.

What is the necessary participation rate for recognition?
For recognition purposes, the PAPBS Network requires a minimum of 80% certificated staff members to complete the survey.

How is the SAS data documented for recognition?
Network Facilitators should ensure to check the box in pTrack that "Greater than 80% completed the SAS".

What is the deadline?
Network Facilitators should ensure to indicate the SAS submissions in pTrack by June 30th in order for a school/LEA to appear as eligible for recognition.

What is the Benchmarks of Quality (BoQ)?
The Benchmarks of Quality (BoQ) is a validated assessment used by school teams to evaluate the implementation fidelity of School-Wide PBIS practices. It helps teams identify strengths and areas for growth in their systems, practices, and data use.

When is the BoQ completed?
For recognition, newly implementing schools must complete the BoQ in the spring prior to the year they apply for recognition. Afterward, a school/LEA may elect to use the BoQ to guide their data review and action planning, but it is not required for PAPBS data collection purposes.

What is a "passing" BoQ score?
For recognition purposes, a school/LEA newly implementing PBIS must score at least a 70% on the BoQ to apply for recognition the following year.

PBIS Sources of Data:

Pennsylvania's Positive Behavioral Interventions and Supports (PBIS) framework relies on a variety of data sources to guide decision-making and improve outcomes. Key data types include the

Annual Data Submission

, which provides statewide implementation benchmarks; the

Tiered Fidelity Inventory (TFI)

, used to assess the fidelity of PBIS implementation across tiers; the

Benchmarks of Quality (BoQ)

, which evaluates core features of schoolwide PBIS; and the

Self-Assessment Survey (SAS)

, offering staff perspectives on PBIS practices. Together, these tools help schools monitor progress, identify areas for growth, and sustain effective practices.
